If you get cash benefits on your California EBT card (CalWORKs, General Assistance, Refugee Cash Assistance, CAPI, or others), you can pull cash out at thousands of ATMs across California without paying a surcharge fee. Who can use this
- Anyone with a California EBT card that has cash benefits loaded on it.
- CalFresh-only (food stamps) cardholders cannot withdraw cash — CalFresh is for food purchases only. You can still use this guide if you also get cash aid like CalWORKs.
What you save
Non-network ATMs can charge $3–$4 or more per withdrawal, plus your bank may add its own fee. Using a surcharge-free ATM means $0 in ATM fees. Your first cash withdrawal each month is also free from the state side.

Where you can pull cash with no fee

- Bank of America branches and ATMs
- Golden 1 Credit Union ATMs (common in the Sacramento and Central Valley areas)
- MoneyPass network ATMs — look for the MoneyPass logo
- Allpoint network ATMs — found inside many CVS, Walgreens, Target, Costco, and 7-Eleven stores
- Many California community banks and credit unions: Bank of the Sierra, Bank of Marin, Tri Counties Bank, Mechanics Bank, and dozens more
If the ATM screen warns you about a surcharge fee before you finish, cancel and walk away — that means it's not on the surcharge-free list.
Tips so you don't lose money
- Stick to ATMs inside or attached to a real bank branch or major chain store. Stand-alone ATMs in gas stations, liquor stores, and small markets are almost always not free, even if they have a Visa or Mastercard logo.
- Take out larger amounts less often. The state gives you one free cash withdrawal per month; after that, even surcharge-free ATMs may apply a small EBT transaction fee (about $0.85). One $200 withdrawal costs less than four $50 withdrawals.
- Check your balance first on the ebtEDGE app or by calling 1-877-328-9677 — checking your balance at the ATM can also trigger small fees.
- Cover the keypad when typing your PIN. EBT theft (card skimming) has been a major problem in California. Your card now has a chip — use the chip slot, not the swipe.
If you've been charged a fee you shouldn't have
If you used an ATM that was supposed to be surcharge-free and you were charged anyway, call the EBT customer service line at 1-877-328-9677 to report it. Skimming or stolen-benefits losses can also be reported there — California restores stolen EBT cash benefits in many cases.
