Auto Summary
Benicia, CA used-EV dealership that handles the search, inspection, paperwork, and home delivery — and is an authorized dealer for MCE, San José Clean Energy, and DCAP instant rebates. IMPORTANT (2026 update): the federal $4,000 Used Clean Vehicle Credit was REPEALED Sept 30, 2025 and is no longer available, so total savings are lower than older write-ups suggest. But income-qualified buyers can still stack state/utility rebates — MCE (up to ~$3,500), SJCE (up to ~$2,000), and especially DCAP (up to $12,000 grant + $2,000 charger credit for very-low-income Californians scrapping an old gas car) — which can still mean many thousands off a used EV or plug-in hybrid. By appointment only; phone/text (650) 699-2193. Verified 2026-05-30.
Value
Up to $15,000+ in stacked incentives on a used EV for income-qualified buyers (federal $4,000 + MCE/SJCE rebates + DCAP grant).

eMotion Autos is a small used-car dealership in Benicia, CA that only sells electric and plug-in hybrid vehicles. They do the searching, inspecting, paperwork, and rebate stacking for you — and they deliver the car to your home. They're a participating dealer for several California EV rebate programs, which can knock thousands of dollars off the sticker price for low- and moderate-income buyers.

Who this is for

  • You want an EV but the new-car prices ($35,000+) are out of reach.
  • You don't want to walk a dealer lot or haggle.
  • You qualify for income-based EV rebates (most California households earning under ~$110,000 do — see "Incentives" below).
  • You're in Northern California (they deliver, but they're based in Benicia).

What they do

  • Find the car. You tell them your budget, range needs, and must-haves. They search wholesale auctions and dealer stock — usually 2–3 weeks to find the right car. [Source: emotionautos.com/how-we-work (accessed 2026-05-17)]
  • Inspect and recondition. Every car gets a pre-purchase inspection and any needed reconditioning before it's offered to you.
  • Stack incentives. They are an authorized dealer for the MCE EV Instant Rebate and San José Clean Energy EV Instant Rebate — both are applied at the point of sale, so you don't have to wait for a reimbursement check. • Handle the paperwork. DMV, title, registration — they do it all and deliver the car to your home. No DMV visit.

How much you can save

Real California used-EV incentives a low-income buyer can stack in 2026:
  • Federal Used Clean Vehicle Credit: Up to $4,000 off (or 30% of the sale price, whichever is less) for used EVs under $25,000. Income limit: $75,000 single / $150,000 joint. Applied at point of sale by registered dealers.
  • MCE EV Instant Rebate (PG&E territory north of SF): Up to $3,500 for income-qualified buyers. Stacks with the federal credit.
  • San José Clean Energy EV Instant Rebate: Up to $2,000 for income-qualified SJCE customers.
  • Driving Clean Assistance Program (DCAP): Up to $12,000 grant + $2,000 charger credit for very-low-income Californians replacing an old gas car. eMotion is a DCAP-eligible dealer.
A buyer stacking the federal credit + MCE rebate + DCAP grant can take $15,000+ off the price of a used EV.

How to start

  1. Take their EV-finder survey: https://www.emotionautos.com/evalet
  1. Or call/text (650) 699-2193, Mon–Fri 9am–5pm.
  1. Visit by appointment only: 1060 Grant Street, Suite 1C, Benicia, CA 94510.
  1. Have your most recent tax return ready — income-based rebates require proof.

Common pitfalls

  • You must finance or pay through them at the time of sale to get the instant rebates. You can't buy the car and claim the rebate later.
  • DCAP requires scrapping an old gas car registered to you for at least 2 years. Don't sell or junk your old car before applying.
  • Income limits change each program year. Confirm current limits with the program (MCE, SJCE, DCAP) before assuming you qualify.
  • Used EV batteries vary. Ask for the battery health report on any car you're considering. eMotion includes this in their inspection.

Freshness update (2026-05-30) — important correction on the federal credit: The federal Used Clean Vehicle Credit (up to $4,000) listed in the "How much you can save" section above is no longer available. The One Big Beautiful Bill Act (signed July 2025) repealed it for any vehicle acquired after September 30, 2025. So you can no longer count on that $4,000 in 2026, and the "$15,000+ stacked" figure was built partly on it.
What's still real in 2026 (verify current limits with each program before assuming you qualify):
- DCAP (Driving Clean Assistance Program) — still the big one: up to $12,000 grant + $2,000 charger credit for very-low-income Californians who scrap a qualifying old gas car. drivingcleanassist.com / 1-855-682-0492
- MCE EV Instant Rebate — up to ~$3,500 for income-qualified buyers in MCE territory.
- San José Clean Energy EV Instant Rebate — up to ~$2,000 for income-qualified SJCE customers.
Even without the federal credit, an income-qualified buyer stacking DCAP + a utility rebate can still take several thousand dollars off a used EV. Ask eMotion which programs you're eligible for based on where you live and your income.
