Who qualifies

  • You live in a house, apartment, or mobile home that is at least 5 years old.
  • You are a PG&E customer (renter or owner). Renters need the landlord's permission for some upgrades.
  • Your household income is at or below the limits in the table.

Skip the income paperwork

You can skip proving your income if anyone in your household already gets one of these:
  • CalFresh / SNAP (food stamps)
  • Medi-Cal / Medicaid
  • SSI (Supplemental Security Income)
  • LIHEAP (energy bill help)
  • WIC
  • TANF (CalWORKs)
  • National School Lunch Program
  • Bureau of Indian Affairs General Assistance
  • Head Start (Tribal, income-eligible)
  • Healthy Families Category A & B

What you can get

A PG&E specialist checks your home and decides which of these are needed. Common upgrades include:
  • New refrigerator (yours must be 15+ years old to qualify)
  • Furnace repair or replacement (gas furnaces, if PG&E finds yours unsafe or broken — homeowners only)
  • Water heater repair or replacement (including heat pump water heaters — homeowners only, same safety rule)
  • Insulation and weatherproofing — attic insulation, weatherstripping, caulking to keep your home cool in summer and warm in winter
  • ENERGY STAR LED light bulbs that use up to 80% less power than old bulbs
  • Minor home repairs needed for safety

How to apply

  1. Apply online at energyinsight.pge.com/esaApplication. The form takes a few minutes. You do not need to upload income proof at this step. Your answers are kept confidential.
  1. Wait for a call. A PG&E energy specialist will contact you to schedule a free home assessment.
  1. Home assessment. The specialist visits, inspects your home, and decides which upgrades you qualify for. Bring proof of income (pay stubs, Social Security letter, bank statement) OR proof you're on one of the assistance programs above.
  1. Installation. PG&E or a contractor installs the approved upgrades at no cost to you.

Common pitfalls

  • Home must be 5+ years old. Newer homes don't qualify.
  • Renters need landlord OK for upgrades attached to the building (insulation, furnaces). The application walks you through this.
  • Refrigerator rule: yours must be at least 15 years old to be replaced.
  • Furnace/water heater rule: these are usually only replaced if PG&E inspects and finds them unsafe or broken — they are not automatic upgrades. Renters can't get gas appliances replaced under this program; that has to go through the property owner.
  • Income limits include everyone living in the home, not just the lease-holder.
